Jalal Awan joined TURN in November 2023 as an Energy and Climate Policy Analyst. With a background in engineering and public policy, he is keen on understanding the applications and implications of technology on society.

Prior to TURN, Jalal was pursuing his Ph.D. in Public Policy at the Pardee RAND Graduate School and working as a policy researcher at the RAND Corporation. His Ph.D. research was focused on the use of low-cost, Internet-of-Things connected sensor networks for monitoring hyperlocal air pollution. He is well-versed with quantitative and qualitative research methods for performance evaluation, risk assessment, and analysis of socio-technical systems.

Jalal has 5 years hands-on experience as a projects engineer, holds a BS in electrical engineering, an MS in green technologies, and a Ph.D. in public policy analysis (forthcoming). He has served as a panelist on three National Academies of Sciences, Engineering, and Medicine (NASEM) panels on transit-related research, including scoping, proposal development, budgeting, and contractor selection. In line with his interest in harnessing technology for social good, Jalal is excited about contributing to TURN’s mission to ensure affordable and accessible energy for all.
