Leo Fitzpatrick (he, him, his) joined TURN in 2022 as a Telecommunications Policy Analyst focused on advocating for policies to narrow the digital divide, ensuring equitable broadband deployment and access, and ensuring policymakers address the affordability needs of all Californians.

Before joining TURN, Leo worked at Free Press where he led its efforts to address the unjust and unaffordable calling rates for incarcerated persons, provided critical oversight of the implementation of the Federal Communication Commission’s (FCC) affordability programs, appointed to serve on a working group of the FCC’s Communications Equity and Diversity Council, and steered the organizational strategy to demand more resilient communications networks. Leo closely monitored the federal efforts to restore Puerto Rico’s communications infrastructure following Hurricane Maria and co-authored a report, Connecting the Dots: The Telecommunications Crisis in Puerto Rico, which helped inform the need for additional Congressional oversight of the FCC.

Before Free Press, Leo worked in higher education reform at the Aspen Institute, and before that, he served at the FCC in a variety of community outreach roles.

Leo received a BA cum laude from Old Dominion University in Norfolk, Virginia, and earned his JD from American University Washington College of Law in Washington, D.C.
