David Cheng joined TURN in July of 2017, and works out of TURN’s San Diego office. He came to TURN with a robust background in energy, finance, and technology, and utilizes his experience as an Energy Attorney.

As a former Enterprise Risk Manager for San Diego Gas & Electric, David has 8 years of experience working for the Southern California utility company, and brings to TURN a vast amount of knowledge of an investor owned utility. His career change was prompted by his passion to fight for the consumers in California. “I wholeheartedly agree with TURN’s guiding principle that affordable gas and electric services are essential and should not be sacrificed for corporate profits,” he said. “I came to TURN because of my passion to advocate on behalf of ratepayers, and because of TURN’s relentless pursuit for transparency and accountability.”

Prior to joining SDG&E, David held various positions at Visa USA and HSBC including Director of Strategic Sourcing, Strategic Sourcing Specialist, and Sr. Pricing Analyst. He is also a tennis enthusiast and can often be seen on the courts coaching his young daughters.

David received his Bachelor of Science from University of California, Irvine in Computer Science, and received his MBA from Yale School of Management. He holds a JD from San Diego Law School.
