Deaf and Disabled Telecommunications Program (DDTP)

Be heard! It’s your program.

TThe CPUC has scheduled a set of eight public participation hearings (PPHs) as part of its process to evaluate and update this program.

The California Public Utilities Commission (CPUC) has begun a proceeding to assess and update the entire program. For example, most of the devices offered are only compatible with landlines. TURN is encouraging the CPUC to gather more input from the disability community as it considers changes to DDTP. 

Most importantly for current or potential DDTP participants, this could include changes to the application process, devices and services offered through the program, and how the program is promoted. We need your help to ensure that this program continues to be accessible and effective for all. The Public Hearings are scheduled for this August and September. Six are in-person, and two are virtual. We encourage those interested in the program to attend.

1. In-Person Public Hearings
To request accommodations or interpretation in a language other than American Sign Language (ASL), commenters need to contact the Public Advisor's Office (public.advisor@cpuc.ca.gov) at least five business days before the PPH they plan to attend.

2. Remote Public Hearings
Virtual PPH participants who want to comment in ASL need to contact the Public Advisor's Office (public.advisor@cpuc.ca.gov) at least five business days before the PPH they plan to attend. (ASL interpreters will be present at the in-person PPHs.)

What is the DDTP?

The Deaf and Disabled Telecommunications Program (DDTP), funded by the California Public Utilities Commission (CPUC), is a public program that distributes specialized communications equipment to persons with disabilities, provides a dual-party relay system called California Relay Service, and supplies assistance for speech generating devices. It is subsidized by the State of California, removing any financial barriers. There are no age or income requirements to participate in DDTP, but participants must submit certification of their disability.
